The Management of Health and Safety at Work Regulations 1999 (as amended) places a duty on employers to ensure competent health and safety assistance is available to help the employer in complying with his health and safety obligations. This would normally be sourced from within the management structure of medium to large organisations. Small businesses may find it more cost effective to seek competent assistance from an external source.
